The tension and our thesis
The tension
Hong Kong has set up a dedicated Chinese Culture Promotion Office and is preparing a permanent experience centre. Yet success is reported as attendance and self-reported satisfaction, the schools reach is small, and the Government publishes neither staffing nor funding for the Office.
Our thesis
Promoting culture is judged by what people learn and who is reached; the Office should publish outcomes, reach and cost.
Three policy problems this brief examines
- 01Impact is reported as crowds and ratings
- 02Reach is wide but school depth is thin
- 03Cost and capacity are not published
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · Scale up: more festival programmes and tourist-facing exhibitions.
B · Schools and community first: modules, teacher training, district outreach.
C · Venues first: the Experience Centre and technology-rich museum exhibitions.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
