The tension and our thesis
The tension
Hong Kong’s sports policy now has five priorities: elite sport, major events, professionalism, sport as an industry and community sport. Results and venues are strong, yet there is no scorecard for retired athletes’ careers, permanent industry jobs or facility access.
Our thesis
A sports system is judged by the careers, jobs and access it sustains; medals and crowds are only its first measures.
Three policy problems this brief examines
- 01Elite results rest on a narrow base
- 02Events are temporary and the industry is unmeasured
- 03Governance and access carry the pipeline
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · Elite first: more Sports Institute investment and team-sport funding.
B · Venues and events first: Kai Tak, Victoria Park, “M” Mark events.
C · Industry and governance first: define sports industry; compliance-linked funding.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
