The tension and our thesis
The tension
The GoGlobal Task Force is a one-stop platform that has reached thousands of Mainland representatives and assisted more than 340 enterprises. Roughly 30% of those assisted look to Hong Kong as a headquarters or treasury base; the rest may use it as a gateway only, and no record shows what each assisted firm finally does here.
Our thesis
Success should be judged by what firms anchor in Hong Kong, so each assisted enterprise should be tracked from enquiry to outcome.
Three policy problems this brief examines
- 01Activity is counted, anchoring is not
- 02Most assisted firms may only pass through
- 03Incentives arrive after decisions
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · Broaden promotion (reach-led): more events and missions.
B · Track conversion (outcome-led): outcome ledger; packages matched to each firm.
C · Accelerate incentives (tax-led): bring forward the concessions.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
