The tension and our thesis
The tension
The establishment has been capped since 2021-22 and is now cut 2% a year for two years, so provisions fall with posts. Savings are counted in posts and dollars; the services those posts delivered are not reported beside them.
Our thesis
Establishment control should be judged by what services still deliver, so posts, contract staff and service results belong in one view.
Three policy problems this brief examines
- 01Cuts follow percentages, not demand
- 02The count can fall while the work moves
- 03Savings counted, productivity not
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · Continue flat cuts (status quo): same percentage for each bureau.
B · Workload benchmarks (demand-led): staffing set from service volumes.
C · One workforce view (evidence-led): posts, contract staff, outsourcing, indicators.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
