The tension and our thesis

The tension

Hong Kong wants longer-staying, higher-spending visitors, and its Policy Address adds events, heritage and yacht products. But growth is led by Mainland day and short trips: stays are shortening, spending per overnight visitor is flat, and short-haul markets outside the Mainland are falling.

Our thesis

Tourism quality is measured by yield, not headcount; the plan should publish yield targets and build the products that lengthen stays.

Three policy problems this brief examines

  1. 01Growth is volume-led and same-day heavy
  2. 02The mix is concentrated
  3. 03Stay-lengthening products are still being built

Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.

Three options compared

A

A · Volume first: keep promoting arrivals towards the 53.8 million forecast.

B

B · Yield first: target high-spending overnight visitors; build products.

C

C · Diversify markets: long-haul, Muslim-friendly and multi-destination visitors.

The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
