The tension and our thesis

The tension

Schools are the first and most used door to help for pupils in distress and pupils with learning needs, while the dedicated supports promised for them (ADHD, primary-school mechanism) start in 2026/27–2027/28 and are small.

Our thesis

Make school-based support measurable and stepped: publish who is waiting, for what and for how long, then add staff and pilots where gaps show.

Three policy problems this brief examines

  1. 01Need is rising; frontline staffing is fixed
  2. 02Hospital referral is increasingly urgent
  3. 03Special-needs support is tiered but under-reported

Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.

Three options compared

A

A · Staff first: add social workers and educational psychologists to every school.

B

B · Programmes first: ADHD and autism projects, charter and teacher training.

C

C · Health first: expand hospital and community referral pathways.

The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
