The tension and our thesis
The tension
The national Outline backs Hong Kong in a long list of named roles, and the SAR answered with its first Five-Year Plan, led by the Chief Executive with the CMAB taking primary responsibility. But the plan runs to 2030 while the author’s term ends in June 2027, and its yearly yardstick is a speech.
Our thesis
A plan is only as durable as the record that outlives its author: publish the indicators, hand them over and review them in public.
Three policy problems this brief examines
- 01The plan outlasts the administration
- 02Targets are national in language, local in budget
- 03Accountability runs through a speech
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · Address only (as designed): yearly milestones in the Policy Address.
B · Scorecard and handover (administrative): public register, pack for the incoming CE.
C · Statutory plan (legislation-led): a Five-Year Plan Bill with annual report.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
