The tension and our thesis
The tension
Retail sales have risen for more than a year, mostly through online and high-value goods, while restaurant receipts are flat and traditional dine-in is shrinking. Government support and labour rules are set for ‘the sector’, not for the outlet types under strain.
Our thesis
Support should follow the outlet types under strain, so diagnosis by segment must come before any new subsidy or labour change.
Three policy problems this brief examines
- 01Averages hide the outlets in trouble
- 02Labour rules meet flat demand
- 03Support tools are generic
Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.
Three options compared
A · General stimulus (demand-led): vouchers and events for all outlets.
B · Segment diagnosis and targeting (data-led): quarterly brief; targeted transformation.
C · Labour calibration (rules-led): review the F&B ratio against demand each year.
The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
