The tension and our thesis

The tension

Hong Kong is building a north-central-south chain of three flagship parks, yet most of Hetao’s early tenants are not local and the people, samples, capital and data the Park depends on cross the border only “in a controlled manner”.

Our thesis

Publish a hub scorecard, reserve a local lane in allocation, pilot the border flows and match public demand to the parks.

Three policy problems this brief examines

  1. 01Space fills, but local value capture is unclear
  2. 02Cross-border flows are still on trial
  3. 03Three hubs chase similar demand

Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.

Three options compared

A

A · Volume first: speed all Phase 1 buildings and release Phase 2 land.

B

B · Local anchor: reserve space and rent steps for funded local start-ups.

C

C · Flows first: prioritise clearance, sample and data corridors.

The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
