The tension and our thesis

The tension

Hong Kong is tightening the law, widening prosecutions and offering owners procurement help after the fire. Yet most major repairs still depend on owners’ choices, safer rules lengthen the queue for repairs, and five legislative items arrive before the independent committee has reported.

Our thesis

Building safety is secured by supervision that owners can rely on and a repair queue that keeps moving, not by new rules alone.

Three policy problems this brief examines

  1. 01Oversight rested on owners and self-regulation
  2. 02Safety action lengthens the repair queue
  3. 03Reforms crowd one year and await the report

Each problem is developed in three layers: the fact, why it persists, and the consequence for the system.

Three options compared

A

A · Tighten rules and prosecute: bills, penalties and more charges.

B

B · Owner support first: tender services, pre-qualified lists, subsidies.

C

C · Government-led repairs: the Government procures and manages major works.

The scored comparison, the justified recommendation with its phased measures, the implementation challenges, the stakeholder assessment and the success metrics are in the full brief.
