From the coaching table

What we drill, and why.

Notes from Mike Yeung — former Senior Administrative Officer, twelve years across seven bureaux.

  • The panel is not measuring what you know. It is measuring whether you can hold a policy position under cross-examination.

  • Orientation beats effort. Know what each round measures before you start preparing for it.

  • The JRE is a policy-writing test dressed as a current-affairs essay. Structure carries the argument.

  • Open with the position, then the reason. The first sentences of an answer set the frame for the rest.

The Five Calibres

What the AO panel is really reading for.

Five character and work calibres the Administrative Officer panel weighs — drawn from the department’s own published values and the Civil Service Bureau’s competency framework.

01
Analytical & Logical Thinking

Break a policy problem to its bones. See the structure beneath the noise.

02
Judgement

Weigh the trade-offs without flinching. Decide with incomplete information.

03
Communication

Write a brief a Secretary can read in three minutes and act on.

04
Leadership

Take the room with you. Carry the hard call.

05
Commitment to the Public

Serve the community, not the title.
