看不見的讀者 · The reader you never meet

Everything you are is compressed into a script you cannot explain afterwards.

No interview yet. No chance to clarify. Your judgement, your grasp of Hong Kong, your fitness to draft for a bureau — all of it inferred from paper, by someone reading at pace.

What the Bureau says the paper measures

The Civil Service Bureau describes the JRE as a three-hour assessment of analytical and written communication ability. Candidates complete two questions: one task set against a case background, answered in English; and one on a specific Hong Kong (or a virtual city mimicking Hong Kong) social or policy issue, answered in Chinese, taking a position and justifying it.

Sources: Civil Service Bureau — Recruitment Examination; AO recruitment site — JRE page

And what it says earns nothing

Candidates are expected to offer practical and innovative solutions grounded in genuine understanding and independent analysis. Reproducing the supplied background indiscriminately, in substance or in wording, attracts no marks.

Sources: AO recruitment site — JRE page

Two things follow from that, and they are the whole design of this Bundle. You need something to say, which is knowledge and policy substances. And you need an architecture that carries it to a reader in the order they can use it, which is the policy writing framework or method. Candidates who fail rarely lack the first. They almost always lack the second, and cannot tell the difference in time.

失分之處 · Where scripts lose marks

Six ways a capable candidate writes a weak script.

None of these is a knowledge failure. Every one is correctable, and every one is addressed by a named module in the curriculum below.

01

The question is answered as it was remembered, not as it was set.

Candidates read the first two lines, recognise the topic, and write the essay they were hoping for. The task verb, the stated role and the stated constraint go unread.

02

Description crowds out position.

Three hundred words establishing that housing is difficult, and no line the reader can point to and say: this is what the candidate thinks should happen.

03

Recommendations arrive with no owner, no cost and no sequence.

“The Government should strengthen support” is a sentiment. A recommendation names who does what, with what, by when, and what it displaces.

04

Implementation is treated as somebody else's problem.

Officer writing anticipates the objection, the affected party and the risk. A script that never concedes anything reads as one that has never been tested.

05

The plan is made in the writing, not before it.

Without a skeleton, structure gets discovered at minute seventy and abandoned at minute ninety. Skeletons are the single highest-return habit in this programme.

06

An unfamiliar topic causes a collapse rather than a fallback.

Every candidate meets one. The difference is whether they have a rehearsed way in, or spend twenty minutes deciding whether to panic.

自我診斷 · Diagnostic

Before you decide on anything, find out what your actual gap is.

Eight statements. Answer honestly — nobody sees this but you. At the end you will get a reading, and if the reading says Precise Writer is not your first purchase, it will say so.

PW · SELF-DIAGNOSTIC
你的樽頸在哪裡?
Where is your bottleneck?

I can discuss a Hong Kong policy issue confidently in conversation.

I know which bureau or department is responsible for the issues I follow.

I plan a skeleton before writing, and I finish the plan in under ten minutes.

My recommendations name who acts, with what resource, and in what order.

I regularly finish a three-hour paper with a complete conclusion.

I can state my position in one sentence before I start writing.

I have written at least three full timed responses this year.

I have had a full script read and corrected by someone experienced.

雙軌框架 · The Dual Block Framework

Knowledge on one side. Method on the other. Neither is sufficient alone.

Precise Writer opens with the framework that governs everything after it: what you know, and how you move it onto the page.

HPSubstantive policy knowledge

The Hong Kong material itself — the schemes, the departments, the figures, the arguments already made in public. This is what the Policy Express library supplies, and every Precise Writer pathway includes four to eight sets of it so you are never writing about nothing.

MPThe analytical method

The seven-step process that turns material into a script: dissect, identify the policy problem, skeleton, options, recommendations, implementation realities, synthesis. Learned once, run under time, adapted to whatever the paper asks.

HP and MP are Iron Rice Bowl's own shorthand and are taught from the first module. If the terms are new to you, that is expected — nothing in this programme assumes you arrive already fluent in it.

文章架構 · Script architecture

The 1134211 architecture.

A script needs a shape a reader can follow at speed, and a shape you can rebuild in a skeleton in eight minutes. 1134211 is the proportion Precise Writer teaches, and it is adapted rather than applied blindly.

DESCRIPTIONSThe seven bands below are described in plain English from the framework's structure. Each label will be confirmed against the taught curriculum.
1
Introduction
Open by framing the question and stating your position in one sentence.
1
Background
The context the reader needs before the analysis begins — kept tight.
3
Policy Problems
Three Policy Problems logically deduced, and intertwined to identify the root cause of the long-term consequences if not handled.
4
Policy Options, Policy Measures and Policy Recommendation
Three viable approaches, weighed against each other on their merits, then a weighed, compromising approach with sequence and justifications.
2
Implementation Challenges
Trade-offs, risks, and the implementation realities for each option.
1
Stakeholder Assessment
Pairs of relevant persons — who acts, with what resource, in what order.
1
Conclusion & Synthesis
The concluding paragraph that ties the argument back together, and the final line that lands — your position, stated plainly.

The architecture is taught across PW07 to PW22, and every marked assignment is returned against it, so you can see precisely which band failed rather than being told the script was “unclear”.

Compiled from the live Policy Express curriculum on 15 September 2026, where two or more new series are published each month. Precise Writer includes 4 to 8 sets; the full library is available separately through the Policy Express Bundle.

十二至十六週 · The rhythm

How the twelve to sixteen weeks actually run.

The sequence matters more than the pace. You write early and badly on purpose, so that everything afterwards has something real to correct.

PHASE ONE
診斷
The Pre-Bundle Assignment is written before the learning begins. It is a baseline, not a test, and it is where your specific pathologies become visible.
PHASE TWO
起步
Dissecting the question, the skeleton, the threshold exemplar, policy problem identification. The habits that decide the script before a sentence is written.
PHASE THREE
主菜與落地
Options, recommendations, measure design, then the realities — implementation, trade-offs, stakeholders, risk. Assignments 2 and 3 land here.
PHASE FOUR
收放與添花
Scoping, synthesis, data files, the connectives arsenal, the backdoor protocol for unfamiliar topics.

On the coached pathway, your skeleton is reviewed before each full response, so you are not spending ninety minutes practising the same error.

同行者 · Who teaches it

Mike Yeung

Precise Writer was not reverse-engineered from past papers. It was written by someone who spent his 12 years' career producing the kind of document the examination is imitating.

Mike served as a Senior Administrative Officer in the Hong Kong civil service, drafting submissions for policy bureaux over twelve years, and mentored incoming AO and EO officers in the drafting conventions the service expects. The templates in this programme are the ones government writing actually uses; the exemplars are built from real policy work rather than model answers invented for a classroom or by tutors who have not worked in the actual intensive AO environment.

He also founded Iron Rice Bowl and co-founded Coloring.Life Hong Kong, and answers subscriber questions himself.

合適與否 · Whether this fits

We would rather lose the sale than take the wrong one.

Precise Writer is a method programme. It is powerful for a specific problem and close to useless for others.

This is built for you if

  • You can discuss Hong Kong policy competently but your scripts do not reflect it.
  • You have written practice answers and cannot tell why they are not stronger.
  • You are preparing for the JRE, or a law-enforcement written assessment with a policy or opinion task.
  • You run out of time, or finish early with a script you know is thin.
  • You want your writing corrected by someone who drafted for a bureau, not by a rubric.

Start somewhere else if

  • You have not met the CRE and BLNST requirements yet. Those gate everything, so settle them first.
  • Your real gap is not knowing enough Hong Kong policy to write about. Begin with Policy Express.
  • You need general English or Chinese language remediation. This programme assumes working fluency in both.
  • Your gap is interview and impromptu speaking. Interview Crusher and the Mocker Driller bundles are the right rooms.
  • You are hoping for predicted questions. We do not have them and would not sell them.
Questions before you begin

The honest answers.

米高一語 · A note from Mike

For twelve years my job was to put a difficult problem in front of a busy senior officer in a form they could decide on. Nobody praised the prose. They either acted on the paper or sent it back.

That is closer to what the examination is testing than most preparation admits. It is not an essay competition. It is a test of whether you can be trusted with a file. So Precise Writer teaches the shape a decision-maker can read, and then makes you write into it until it stops feeling like a template and starts feeling like how you think.

I mark the work myself, which is why the coached places are limited and why I would rather talk to you before you pay than after. If the honest answer is that your gap is somewhere else, I will tell you where.

在鐵飯碗,我們同行。
