Most candidates do not fail on writing. They fail on having nothing to write.
Three hours. Two questions. One in English against a case background, one in Chinese on a live Hong Kong policy issue. Candidates walk in having practised structure — and discover the structure has nothing to hold.
You know the topic exists. You do not know the file.
You have read about subdivided flats or mental health services in the news. You cannot name the scheme, the department that runs it, the amount committed, or what the last LegCo panel actually argued about.
You can describe. You cannot decide.
Question 2 asks for your position and your justification. Description scores nothing. Without a rehearsed two-sided view of the issue, most candidates hedge — and a hedged answer reads as an unformed one.
You revise in one language. You are assessed in two.
Policy vocabulary does not transfer by itself. Candidates who study Hong Kong policy only in Chinese lose fluency on the English paper, and the reverse is just as common.
Read what the Civil Service Bureau actually says it is looking for.
This is not our interpretation. It is the published description of the paper, and it points in one direction: prepared substance, independently handled.
On the shape of the paper
The Civil Service Bureau describes the JRE as a three-hour assessment of analytical and written communication ability, in which candidates complete two questions. Question 1 is a task set against a case background and is answered in English. Question 2 concerns a specific social or policy issue in Hong Kong, is answered in Chinese, and asks candidates to take their own position and justify it.

On what earns marks, and what does not
The Bureau states that candidates are expected to offer practical and innovative solutions built on genuine understanding and independent analysis of the issue — and that indiscriminately reproducing the background material, in substance or in wording, earns nothing.

Read that carefully and the preparation problem defines itself. The case background is deliberately thin. The marks live in what you bring to it: the comparable scheme you already know, the trade-off you have already weighed, the objection you have already answered. That cannot be assembled in the exam hall. It has to be in you before you walk in.
Policy Express exists for exactly that — and it serves the law-enforcement grades too, where written assessments and interview panels reward the same prepared, defensible view of a live Hong Kong issue.
The cycle is already running.
These are the published dates for the 2026–27 exercise. They are the reason we say subscribe early and accumulate early — the library compounds, and the calendar does not wait.
Dates as published by the Civil Service Bureau on its CRE and BLNST page, retrieved 1 September 2026. The JRE date for this cycle had not been published at the time of writing; the 2025 JRE was held on 29 November 2025. Always confirm against the CSB site before acting.
One topic, prepared sixteen different ways.
A policy topic is not one document. Understanding it, arguing it, writing it under time and saying it out loud to a panel are four different tasks — so each gets its own instrument.
PE政策簡報The core dossier: the facts, the institutions, the money, the arguments in play.
DD雙重簡報The issue argued properly from both sides, so you can take a position instead of hedging.
TE範文示例A model answer written at the standard that clears the bar — with law-enforcement variants where the framing differs.
PA政策評衡Timed practice on the topic, with a separate answer key and recommended responses.
PG政策短打The whole topic compressed for the week before the paper, or the night before an interview.
PS政策立體聲An audio walkthrough for the commute, running from thirteen to nearly forty minutes.
FC首發文案A fast first take when an issue breaks, before the full dossier is built.
LC立會質詢彙編Official Legislative Council questions and replies, distilled into what is usable.
IB資料簡報Standalone explainers on a law, an institution or a document — the Budget, an ordinance, an inquiry mechanism.
IF圖文說理The argument as a single visual you can hold in memory.
SI言簡意賅Short visual pieces on cross-cutting themes such as AI and communication failure.
PC政策簡表The topic as a table — schemes, dates, figures, responsible bodies at a glance.
FAQ面試問答The questions a panel is likely to put to you on this topic, and how to meet them.
ME靜觀評衡Reflective critique — the essay that questions the framing rather than answering inside it.
FL晨早第一線The morning read on a moving story.
QB查詢板Where subscribers put questions and get them answered on the record.

Not every file is built out this far. Newer entries begin as a brief and grow; the registry below shows exactly what each one holds today.
The full policy registry.
Every topic currently in the library, with the formats each one holds. Filter by policy domain. This is published in full and before payment, because a library you cannot inspect is not a library.
Registry kept in step with the live Policy Express curriculum. New series are released at a rate of two or more per month; items are revised and re-dated when the underlying policy moves, which is why some files carry a version month.
Judge the work, not the sales page.
A number of items are open to read without subscribing. They are ordinary files, not showpieces — which is the point.
兩餸飯現象 · Double Decker
How we argue a live social-economic phenomenon from both sides. The clearest single illustration of the method.
香港精神健康服務 · Policy Assessment
A timed assessment on mental health services. Try it cold and you will learn something about your own readiness.
主題樂園發展策略 · Policy Gist
A whole topic compressed to what you can carry in your head into an interview room.
失業人士福利 · First-up Commentary
What the first read on a moving issue looks like, before the full dossier is built.
立法會選舉之後 · Guided video
Four minutes on what follows an election. A sample of how we narrate an institutional question.
智慧的不和議 · Mindful Equinox
On disagreeing well — the habit that separates a defensible position from a stubborn one.

Policy Express is a substance library, not an exam-technique course. That suits some candidates precisely and others not at all.
This is built for you if
- You are preparing for the JRE and want policy substance you can actually deploy under time.
- You are sitting a law-enforcement written assessment or facing a board that will test your view on a live Hong Kong issue.
- You are starting six to nine months out and want the library to accumulate while you work.
- You read in both Chinese and English and want your policy vocabulary to hold up in both.
- You would rather be handed the file than told how to search for it.
Look elsewhere first if
- You have not yet met the CRE and BLNST requirements — settle those first; they gate everything.
- Your gap is sentence-level writing craft rather than policy knowledge. Precise Writer is the right bundle.
- Your gap is interview delivery and impromptu speaking. Interview Crusher and the Mocker Driller bundles are the right rooms.
- You want personal essay marking as the core service. That is not what a library does.
- You are looking for leaked questions or predicted topics. We do not have them and would not sell them.

What the annual term actually buys. The 46 files listed above, in every format each holds, from day one — that is under HK$190 per topic before a single new release. Add the two or more new series published each month and the year closes with roughly 24 further files on the shelf. The cost per topic falls every month you stay.
Every plan is billed until you cancel, and you can cancel yourself from your account page at any time. Questions before you commit go to general.irb@protonmail.com and are answered by Mike.
Full archive access is subject to drip rules. Prices in HKD.
The honest answers.
I started building these files because I kept meeting candidates who were bright, disciplined and completely unarmed. They had drilled essay structures. They could not tell me who runs a scheme, what it cost, or what the reasonable objection to it was — and three hours is not enough time to find out.
Policy Express is my attempt to close that gap honestly. It will not do the thinking for you, and it makes no promise about your result. What it does is put the file in front of you early enough that you can live with it, argue with it, and eventually disagree with it. That is roughly what the job itself asks of you.
If it is not the right thing for where you are, say so and I will tell you which of our bundles is — or that none of them are.
