Government Fundamentals Bundle
The organisation chart is on gov.hk. How the machinery actually moves is learned inside, or not at all.
Government Fundamentals is Iron Rice Bowl's institutional-knowledge course for civil service candidates: the constitutional foundations, the executive, the legislature and the judiciary as they operate in practice, taught by a former Senior Administrative Officer. 24 modules across four parts, released on a staggered schedule from Month 1 to Month 4 of your subscription.

Course access is granted immediately on payment.
Approximate. You pay in HKD at checkout. Reference rates September 2026.
Panels can tell within two minutes whether you have read about government or thought about it.
Not through trick questions. Through ordinary ones, answered at the wrong altitude.
Naming a bureau is not knowing what a bureau does.
A candidate can list the Secretariat's bureaux and still not explain the difference between a bureau and a department, or why that distinction decides who answers a Legislative Council question.
Policies are described as if they simply happen.
“The Government should introduce a scheme” — with no account of the funding route, the legislative vehicle, the consultation, or the committee that would have to clear it. Panels hear the absence immediately.
The legislature is treated as an obstacle rather than a mechanism.
Candidates who cannot describe how a bill moves, what a panel does, or how funding is approved cannot speak credibly about implementation — which is most of the job.
No sense of what the work is actually like.
Posting cycles, the relationship between an AO and a departmental grade, what a submission is for, what “policy support” means on a Tuesday afternoon. Candidates who cannot picture the job struggle to convince anyone they want it.
Five questions. Every answer is on a government website right now.
Not a sales device — a calibration. If you get five out of five, you may not need this course and we will say so. If you do not, the gap is exactly what the course closes.
1. Roughly how many people does the Hong Kong civil service employ?
2. About what share of Hong Kong's labour force is that?
3. Since when has the civil service establishment been frozen?
4. What did the 2025 Budget announce for the size of the establishment?
5. Which body assists the Chief Executive in policy-making and advises on the introduction of bills?
Figures are drawn from GovHK, the Legislative Council Secretariat's Research Office and the 2026–27 Estimates. They are cited in full beneath each answer so you can verify them yourself — which is, in miniature, how the whole course works.
The civil service is contracting while you are applying to enter it.
This is not a detail. It shapes vacancy numbers, competition, and what a panel is listening for when it asks why you want the job.
Size and share
GovHK puts civil service employment at roughly 170,000 people — about 4.5 per cent of Hong Kong's labour force — excluding judges and judicial officers, ICAC officers, and locally engaged staff in overseas Economic and Trade Offices.

The freeze, and then the cuts
The establishment has been frozen since April 2021, having reached about 192,050 posts in March 2021. The 2025 Budget went further, announcing annual reductions of two per cent in the 2026 and 2027 financial years with the aim of deleting some 10,000 posts by April 2027.

What that has already produced
The Civil Service Bureau reports that strict control of the establishment had removed over 8,000 posts by 1 April 2026 against the 2021–22 baseline, and notes that induction training demand has fallen because recruitment has dropped.
A candidate who knows this speaks differently. They do not promise to expand a programme without saying what it displaces. They understand why “do more with the same establishment” is the sentence every bureau is currently living inside. That is what institutional grounding buys you, and it is audible in an interview room within a minute.
What the course covers, mapped to the thing itself.
Twenty-four modules across four parts, following the constitutional order itself: foundations, then the three branches built on top of it.
Each module is three instruments, not one document.
Reading about an institution and being able to discuss it are different achievements. The module structure is built to close that distance.
Briefing Notes
The institution set out as it actually operates: who holds the power, where it comes from, how it is exercised, and where the friction sits. Written the way a bureau would brief an incoming officer.
Double Decker
The contested questions about that institution argued from both sides, so you can hold a position in an interview instead of reciting a description.
Assessment
A check that the knowledge is retrievable under pressure rather than merely recognised on the page. Attached to modules across all four parts, from constitutional foundations through to the judiciary.
The full curriculum: 24 modules across four parts.
An overview, not the full description of each module. The complete scope for every module is open to read on the Teachable portal without enrolling.
Release schedule. Modules are released on a staggered basis from Month 1 to Month 4 of your subscription, not all at once.

Institutional knowledge is not background. It is what makes a policy answer land.
Take four live 2026 policy questions from the Policy Express library. In each one, the institutional layer is where a good answer separates from an average one.
Subdivided flats and Basic Housing Units
The answer depends on which bureau owns the policy, which department enforces it, what the Housing Authority can and cannot do, and how a regulatory regime would be legislated. Without that, you can only express sympathy.
Cruelty against animals
A question about amending an ordinance. Knowing how a bill reaches the Legislative Council, what a bills committee does to it, and where prosecution policy sits is the difference between a proposal and a wish.
The Budget 26/27
Resource questions run through the Finance Committee and its subcommittees. Candidates who cannot describe how money is actually approved cannot make a costed recommendation credible.
Judge-led independent inquiry mechanisms
Squarely a judiciary and rule-of-law question. It rewards candidates who understand judicial independence as an operating principle rather than a slogan.
The policy topics themselves live in the Policy Express Bundle, where more than forty are published and two or more are added each month. Government Fundamentals supplies the institutional layer underneath all of them.
This is a foundation course. That is a real limit as well as a real strength.
Start here if
- You are early in your preparation and want the ground to stand on before anything else.
- You come from outside public administration and have never worked near government.
- You have an interview coming and realise you cannot explain how a policy actually gets made.
- You are applying to a disciplined service and want to understand the machinery your department sits inside.
- You want to know what the job is like before committing years to pursuing it.
Buy something else first if
- Your gap is current policy substance rather than institutions. Policy Express is the right shelf.
- Your gap is written structure under time. Precise Writer is the right programme.
- Your gap is interview delivery. Interview Crusher and the Mocker Driller streams are the right rooms.
- You already work in the public sector and know the machinery from the inside. You would be paying for what you already have.
- You are already confident across all four parts — foundations, administration, legislature and judiciary.
One price, six months, all twenty-four modules included.
There is no tier above this and nothing withheld. Any module added to the bundle during your term comes at no further cost.
- All 24 modules with Briefing Notes and Double Deckers
- Assessments where published
- Any future module added to the bundle, at no extra charge
- Access to the Query Board for questions
- Curriculum descriptions open to read before you pay
If you are unsure whether the foundation is your actual gap, write to Mike and describe where you are — the grade you are targeting, how long you have, and what you already know. He will tell you which bundle to start with, including when the answer is that this one is not it.
Why we publish the full curriculum instead of a summary. All 24 modules, across all four parts, are listed by title above before you pay. If the constitutional foundations and the administration are what you need, this is good value today. If the legislature and judiciary matter most to you, read the module titles above and decide accordingly.
Questions about the schedule go to general.irb@protonmail.com and are answered by Mike, not by a form.
Foundation first, then substance, then execution.
Government Fundamentals is deliberately the cheapest thing we sell, because it is the thing that makes everything after it work.

The honest answers.
My first year in the service, I understood the chart and nothing else. I could name every bureau and could not have told you why a submission came back, or who I actually needed on side to move anything. That knowledge took years to accumulate and was never written down anywhere I could have read it.
Government Fundamentals is that missing document. It is the briefing I wish someone had handed me before I started — and, it turns out, roughly what a panel is testing when it asks a candidate how a policy gets made.
I am building it in public, module by module, and I would rather tell you plainly which parts are finished than let a curriculum page imply otherwise. If the parts you need are not ready, wait. I will still be here.
