Joint Recruitment Examination
Two essays. Three hours. One English case, one Chinese policy question.
See the factsWhat this assessment actually is.
The Joint Recruitment Examination is the written gate for the Administrative Officer, Executive Officer II and four other generalist grades. Three hours. Two questions. Question one is a case-based task in English — read the brief, analyse it, propose practical solutions, write them down. Question two is a policy question in Chinese — take a position, justify it, draft it well. Candidates split the three hours as they choose, but both questions must be answered to remain in selection. The 2025 JRE sat on 29 November 2025; the cycle runs once a year.

What candidates ask about Joint Recruitment Examination.
What is the JRE?
The Joint Recruitment Examination. A three-hour written paper sat once a year. It gates six generalist grades, chief among them the Administrative Officer and Executive Officer II. Two questions: an English case task and a Chinese policy question. Both must be answered.
Who needs to sit the JRE?
Candidates for Administrative Officer, Executive Officer II, Labour Officer, Trade Officer, Management Services Officer and other generalist grades that draw on the same written test. You must already hold CRE Level 2 in both languages.
How long is the JRE?
Three hours. You allocate the time yourself across both questions. Both must be answered to remain in selection.
What does Question 1 of the JRE test?
Question 1 is a case-based task in English. You read a brief, analyse it, and propose practical solutions. Reproducing the brief earns no credit — marks go to the analysis and solutions the brief does not hand you.
What does Question 2 of the JRE test?
Question 2 is a policy question in Chinese. You take a stance, justify it, and draft it well. Marks are awarded for the position and its justification. Stand somewhere.
Can I use metaphors in the JRE?
No. Functional, not literary. Neutral register, no ornament. Restraint reads as authority.
How often is the JRE held?
Once a year. The 2025 sitting was on 29 November 2025. Applications open through the Civil Service Bureau in the preceding months.
Do JRE results expire?
JRE results are used for the recruitment cycle in which they are sat. CRE results are permanent; the JRE is sat per application cycle for the grades that require it.

What candidates overlook.
- Neutral register. No 'very', no 'obviously', no 'outrageous'. Restraint reads as authority.
- Evidence over emotion. Statistics, surveys, audit reports — not 'I think'. A claim without a source is a sentence without weight.
- No metaphors. No lanterns, no interlocking gears. Functional, not literary. The brief is the brief.
- Question 1 rewards solutions the brief does not hand you. Reproducing the background indiscriminately earns no marks.
- Question 2 rewards a stance. Pick a side. Justify it. Offer measures, or offer the alternative.
