Hong Kong 2026 Policy Address and the first Five-Year Plan · 2026-09-16Hong Kong's 2026 Policy Address tied the city's first Five-Year Plan, for 2026 to 2030, to a wide development agenda. It proposed building the Northern Metropolis and a university town. It proposed about 30 per cent more research postgraduate places. It proposed five academies to train international talent. It also set out work on gold trading, artificial intelligence and medical innovation.
These are proposals and targets. They are not results. A promise is not a delivery.
The harder work comes after. Priorities compete for money and people. Benefits must reach the public, and some will gain more than others. The Government must show, with evidence, whether its promises have worked. Read with that in mind.
